Objectives
General objectives
- The acceleration of the process of technological alignment and integration of the economical agents according to the European Union's exigencies and regulations;
- The augmentation of Romania's capability to ensure performing partners for the international programs of scientific and technical cooperation by the realization of an excellence center in the field of tests and anlyses concerning the quality of water and some foodstuff.
Specific objectives
- The assurance of services for the evaluation of the conformity, according to the European regulations and directives or to the European standards joint to the directives, necessary both to the public authorities in the process of monitoring the market and to the producers in order to fulfill their obligations derived from the directives content.
- The development of laboratories for experimentation and testing and of certification organisms, according to the exigencies of the European Union regarding the evaluation of the conformity with the regulations and directives concerning the quality of water and some drinks.
- The growth of the activity quality in the Mass Spectrometry, Chromatography and Ion Physics Laboratory of our institute which will ensure the attraction, development and concentration of human and material resources.
Issues to be solved
The project proposes the elaboration, implementation and accreditation by RENAR of three methods regarding the quality control of water and wine. The methods are based on measuring techniques using last generation apparatus, at the level of the developed countries from the European Community and the world. The sensitivity and accuracy ensured by the apparatus taken into account, joint to adequate procedures of sample preparation will allow the control of the parameters established by the Europe Council directives.
Measurable objectives
As measurable objectives we propose the obtainment of RENAR accreditation for:
- Method for the determination of heavy metal traces in water by inductively coupled plasma mass spectrometry (ICP-MS)
- Method for the determination of volatil organic pollutants in water by Gas Cromatography - Mass Spectrometry coupling (GC-MS)
- Method for the authentication of wine by isotope ratio mass spectrometry (IRMS)
The objectives proposed are in conformity with the general and specific objectives of the CEEX program, module 4, since their reaching will lead to a stong laboratory for physical and chemical analyses, equiped with performant apparatus, capable to fulfill the exigencies of the European regulations and to participate in partnership in European research projects (FP7)
